Sorry I've been AFK and hadn't had a chance to respond to this. Speaking as a Pearl and the Oak editor - It is not a requirement to be published to get a Pearl. Nor is it a guarantee that publication will automatically get you a Pearl or a Laurel.
The point is to get your knowledge out there to the rest of the world and the quickest way to do that is by web pages and newsletters etc. I am thrilled to know that several who have published in my issues have moved up in rank.
However I do not claim credit for their work nor the fact that they moved up in rank. That was their accomplishment. I only helped make their knowledge of their subjects known.
