[MR] Rankings for the Brewers' Guild of Atlantia

As we rapidly approach the onset of war and the challenge of gaining
rank in the IKBG, I thought it was an appropriate time to announce the
first round of rankings within the Brewers' Guild to the populace of
Atlantia.

(Just a quick reminder, that this ranking system is designed to show
you how you're brewing skill is progressing and also which brewers are
useful resources to enhance your brewing knowledge. Rank requirements
can be found on the website as part of the charter.)
