Have?you ever noticed that when real pelicans (the avian variety) fly together, there's never more than a half dozen?? Not for our icon those huge flocks like geese or ducks or starlings or . . . .

Let's see, attempting to get more than one Pelican to think/do the 
same thing the same way?  People really don't know how Pelicans work :-)
