It is hugely frustrating to see your bid turned down.  Don't let one rejection get you down.  Each reign has different priorities and there are some events whose locations are mostly decided by the Crown as has been mentioned before.  So if your bid was refused for one reign I say consider resubmitting it for a different reign.  You might have to rework it some for a different event but not all the work is lost.
