Sorry, saw this and felt a reply was needed. Having been a territorial 
princess, the rules on such award giving is mandated by the crown. In 
Drachenwald, we were authorized to grant AOA's in our names but all other 
kindgom awards had to be approved before we could grant them in the king and 
queen's names. When I lived in the now defunct Principality of the Sun, 
their princes and princesses could not give out any kingdom level awards at 
all. The crown kept that at their purview. Just my two ducats worth.
