Yes and no...
Certainly, on occasion, the groups in the Principality would want to
host the Kingdom events. Likewise, those in the Principality would
still want to travel to some of the Main Kingdom events.
However, a Principality (generally) has it's own set of 12th Nights,
Crown Tournaments (Coronet's, actually, but same sort of thing),
Coronations, etc...so the pressure to "Have half of the Kingdom events
north of the NC/VA border" would be significantly less.
Likewise, a Principality 12th Night would (probably) have somewhat
smaller attendance than a Kingdom one, therefore more sites are
available, potentially. Likewise, Kingdom 12th Night would probably
be somewhat smaller, allowing for more sites to be viable.
Likewise, the Prince and Princess can be given permission to give
awards after consultation with the King and/or Queen (from what I've
seen, it's generally put in Kingdom Law for the individual Kingdoms).
So there is less pressure on the King and Queen to have to get to each
of the 17 Baronies during their reign to give them a "local presence".
Basically, it allows for a division of labor. Are there drawbacks
that accompany it? Certainly. Yes, there will be people that
wouldn't cross the border. But there are people who won't cross the
NC/VA line currently...it's not that different.
And yes, it is true, 10-15 years after a Principality is formed, folks
within it might start thinking "Geez...why aren't we a Kingdom?" and
take action...but that is not automatic, and not even frequent.
