For bows, take a look at 3 Rivers Archery.  They have an SCA-Medieval  
section.  Youth bows can be had for as little as $45.00

For arrows, find a local archery person, and learn to make your own.   My 6 
year old son has his own set of 12 (made with a lot of help from  Sudentorre's 
archery community).
