I've been skimming this discussion, but I was a bit confused by the point 
you are trying to make.  So I'd like to ask a few questions..

What would  the reasons for forming a Principality be if not to begin the 
process of forming a new Kingdom?

If all that was being formed was a Principality - which I assume means that 
they are indeed still part of the Kingdom - wouldn't the Principality still 
be eligible to host Kingdom level events (maybe even sort of 'expected' to 
put bids in), and wouldn't the King and Queen still be 'expected' to travel 
to events in the Principality during their reigns?
