[MR] Spear authorization for Pennsic before July 12th..SouthernAtlantia

I am sure there must have been other circumstances involved. For example I
have not gotten authorized to fight also because I still haven't gotten
enough armor pieces I need. I didn't wait for the last minute and yet things
just didn't work out the way they did. I will have to wait for next year.
