Same reason people wait til the last minute for anything--work, school,
family, other projects, trying to get gear together, time just got away from
them, whatever.  That and getting to the point where you're *ready* to
authorize.  Just because someone knew in June that they wanted to fight a
particular form at Pennsic doesn't mean they didn't need a couple more
practices to get to that point.

I don't really understand why you feel compelled to complain about it. Do
last-minute authorizations at fight practices harm you in some way?  Is
someone who waited til the last minute expecting you personally to
inconvenience yourself so they can get authorized?
