I am sure that others can chime in on some of the technicalites of the NMS,  
but let me point out one fact about it.  The NMS is applied only to the  full 
charge admission.  Any discounted admission does not get the NMS  added.  So 
that is why so many of the events have a discounted prices for  youth (i.e. 
under 18).  The family in your case would only be paying the  NMS on the adults, 
in this case let us say that both parents are there.  So  that is $6 extra for 
them.  A far cry from the family membership (which is  $60 I believe?).
 
Even if some of the children were over 18, technically the family  membership 
is only for the adults and any children under 18 inthe same  household.  (The 
arguments about that are for another discussion of course  -- I know several 
families that keep their college aged children on it since  they are still 
supporting them.)
 
If you are having youth pay full price at the door then they will have to  
pay NMS also if they are not members.  That is why it is strongly suggested  
that there are discounted prices for youth.
 
BTW, I think an event aimed at newcomers' is a great idea.  I wish you  luck 
in your endeavors.
