I've gotten some information sent to me offlist. I was inaccurate. If you'd all indulge a moment of self-correction:

The Middle, Northshield, Calontir and Ealdormere still use contact
straws, Aethelmearc and the East have a mix of the two. Artemesia and
the West don't seem to have organized water-bearing at a Kingdom level,
and some in the West are apparently quite confused as to the conflicts
had elsewhere with water distribution methods - "water is water" by the
measure.



So, ONE of those Kingdoms got a ration of trouble at Gulf wars...and the story picks up from there.
