Registering "ghost" campers that don't really exist is a bit of a no-no, and the Pennsic land people may bust you for that if they catch you. However, registering day trippers and off site people who aren't technically staying with you isn't. After all, they have to pay the same fee, and they are allotted the same square footage for camping, even if they aren't using it. Letting "single" campers register with your group just to increase your overall camp square footage is perfectly legal.
