[MR] Spear authorization for Pennsic before July 12th..Southern Atlantia

Is there some rule against fighting with a temp card?  All I can find on the
Pennsic website is that any new authorizations have to be completed by July
19 for a person to fight at Pennsic.  (Kingdoms can do additional auths at
Pennsic if they want, but I got the impression Atlantia wasn't doing that.)
