[MR] Submission timeline

As Laurel's official notification letters of decisions (LOARs) made at her
meetings get further and further delayed due to technical issues (or so
we're told), I thought it might be a good time to rehash the submissions
timeline for everybody, in case you are feverishly waiting to find out what
happened to the device you submitted last summer. This is from a post I
wrote for the heralds on their e-list:
Let's run down that basic submissions timeline again, shall we? Some newer
heralds may not have picked up on it and others might be a little fuzzy as
to how it works. And anytime you can take some of the ambiguity out for your
clients, the better.
All submissions received by the last day of the month are processed by
Golden Dolphin during the following month. Those that are considered
"registerable" are then sent on to Laurel and the commenting members of the
College of Arms. The CoA gets 2 months to issue commentary on each item and
then there is one month for rebuttal commentary. The fourth month following,
Laurel will rule on the submissions. Now, here's where it gets a little
sticky. Compilation and distribution of the official results can take 2-5
months. We don't know why, other than this is a volunteer organization and
folks are doing this stuff on their free time. C'est la vie. Anyhoo, once
kingdom receives the results, Golden Dolphin mails out notification letters
(similar to the one you got when your submission left kingdom) and sends the
results to the Acorn for publication, which because of its publication
deadlines, means another month before it appears in the Acorn.
So, let's summarize and imagine if Joe of Bob was submitting something in
January (and this presupposes that his submission will automatically pass):
January -submission received by Golden Dolphin
February -if acceptable, submission goes out to CoA/Laurel
March -initial commenting period
April -initial commenting period
May -rebuttal commenting period
June -Laurel meeting and adjudication
July -processing of LOAR/results
August -kingdom might receive LOAR
September -kingdom might receive LOAR
October -LOAR results sent to Acorn
November -LOAR results show up in Acorn.
But for the submitter, there will be two times when they will get personal
notification letters. In early month 3, after the LOAR has left for Laurel
and again, sometime in month 8-10.
I hope this helps relieve some of the anxiety. I wish I could relieve the
wait, but that part is out of my hands.
