[MR] Oak 2008 Issue 2 coming soon

We do have a draft of an issue for Oak 2008 Issue 2.  Authors are reviewing it now as I give them one more glance before publication.  With previous issues I only had 2 reviewers.  With this issue I had many reviewers however multiple illnesses and personal crises kept them from doing what they wanted to do.  

We should be publishing shortly!  My only legal requirement is to publish an issue once per year which has happened already but I'd hoped to have two published by now.
