[MR] Baronial nominations?

With more than a few VoC's and etc coming up recently I noticed that Sacred Stone apparently requires people interested in becoming the next Baronage to nominate themselves (although this may be more of an established practice than any written requirement), whereas Windmasters' Hill allows someone to nominate someone else to be Baronage.  Of course the person being nominated has the option to turn down the nomination, but I got curious.  What, exactly, do the various Baronies have in place as far as who's allowed to nominate who?  I'm especially curious with regards to the change to kingdom law that states that one need not live in a particular Barony to become its Baronage.
