Perhaps if one looks at what communities provide teens in the mundane world, there lies a solution for ours; a teen center where they have the option of both hanging out with fellow teens and participating in age related activities.  Sort of a Teen Tavern.  Still under the watchful eye of responsible adults, but giving them some breathing room as well.   Atlantia has a special children's fete, why not a ball, cotillion, masquerade for the teens to look forward to to make them feel special.  This age group often feels overlooked.
