First, my disclaimer - I am not a parent. I was once a teenager, I believe.
I agree that it is the responsibility of the parent to ensure their kids are engaged. I have had the pleasure of camping with a number of teenagers from several different families at Pennsic over the past few years, without whom the rest of us would have been far less comfortable, and a lot more tired. They dig fire pits/sumps, make ice and water runs, put up camp walls, stand guard duty at Royal, babysit, take classes, participate in archery, youth rapier and thrown weapons, sing at Bardic circles, dance, etc. These teens have parents who set clear boundaries - these young people work hard, participate, and are more reliable than a lot of adults I know. They are good kids, generally fun to have around, and a welcome addition to camp.
When they aren't doing those things, they might play a game of Munchkin, Magic or some other game - either in camp or at the bath house. Ok, the games aren't Period. But the camaraderie and playing of games is, and they are a great social outlet. I play those games at Pennsic too - and look forward to that activity as a way to while away a really hot or rainy day, often with friends I don't get to game with during the year. So do a number of other adults I know.
I see no problem with the kids who gather at the bath house to play and socialize. If they aren't taking care of their stuff or leaving trash about, that needs to be addressed, but it appears that it was. If they're at the bath house playing D&D, they likely aren't trying to crash a party in the swamp.
