Just pondering...

Would it be feasible to plan a "teen's camp", with one or two designated
adult chaperones?  They could only camp in it if they were at the allowable
"unsupervised" age, and maybe with an upper limit of 18 or 19.  If placed in
a "safe area", like the middle of the Serengeti, that would give them their
need for independence, but without being in the way of others.  With the
designated chaperones camping there, it would be like summer camp, with
somebody monitoring to make sure there wasn't inappropriate activity
occurring.  Parental information would be provided to the chaperones, so
that if someone violated the major camp rules (like no drinking, no sex, no
fighting), they could be kicked out and returned to their parents for the
remainder of the war.  They could also be made to be responsible for their
own camp set-up, maintenance and tear-down, which would give them a reason
to have more interest in keeping things clean.
