Good question, though it seems to assume that "being a teen" is a lot
like "getting in trouble" or at least risking it. Certainly hanging out
and being with your friends sounds like an adult activity to me, it is
one of my favorite ways to spend time. No comments, please. ;-)

I disagree though that the only people who would do these activities are
people who wouldn't get in trouble in the first place. There is a
relatively small group that will never get into trouble regardless of
the temptation. Naturally that includes all of our children. It has
always seemed to me that fewer people will do foolish things if provided
with worthwhile and fun alternatives. This is as true of adults as of
children.
