I don't have teenagers, but having BEEN a teenager once in my life, I can tell you that those raging hormones are barely under their control. And only having one or two chaperones is not going to keep "things" from happenning. Having been on a couple of church teen camping things, I can tell you that "things" definitely happenned. The chaperones have to sleep sometimes! 
I believe that it is a parent's obligation to give their teens an excuse to not jump off of that bridge with the rest: "Oh, no, my dad would kill me if I wasn't back in camp by 10:30." It is not about not trusting the kids. It is about giving them an out. They may not always see it that way, but peer pressure is a forceful thing to have to fight, especially when so young.
