Seriously, though; the bureaucratic maneuvering required for such a change would be so complex as to render it impractical.
Does anyone remember how difficult it was to change the Queen's Arms some years past?

Yes, at least one person does. ;)
It took four pollings to get the revised pattern settled upon and sufficient show of support generated to appease the Laurel Herald's office and effect the change.
And that was with a King and Queen willing to make it happen.
The only way to get rid of Spike (and for the record I love the little pokey fellow) would be for you to either win Crown Tournament yourself or arrange for someone of like mind to win. You would then have to order the Triton Principal Herald to release all the registered badges of and including Spike, then sit back and enjoy the wonders of how slow the process works.*
Heck, I'd wager that after six months a new monarch would be seated and an immediate directive issued to terminate the releasing of the Spikes.
It's hard enough to get one set of people on the throne, imagine trying to seat like minded folks back-to-back with that sort of agenda. ;)
BTW: I think a little/lot of taunting is good for the egos of our armies and the intimidation of our enemies. ;)
