More observations from outside of Atlantia, but still south of the
Mason-Dixon Line:

Everywhere and anywhere, m'lady.  Much of *that* is a matter of simple
good manners.

Inter-regional, USA-centric modern example:  I was born and raised in
Oklahoma, of farming and oilfield worker families.  My wedding in 1981ce
was held in the "Banana Belt" region of New Brunswick, Canada, just
across the border from Maine -- with my friend as best man, and my
brother also as part of the wedding party.  They (and I, but I was
occupied, one might say) immediately charmed not only the older women
but also their own age-peers with their courtesy and manners,
particularly in contrast to those of the local rude-boys.  One of my
[now] ex-wife's cousins developed _such_ a crush on my brother that it
was a bit embarrassing... particularly as she was barely in high school
and he was about to start his second year of college.

Most of what won over those modern ladies was that we were respectful in
our speech and our actions.  Simple "Yes, ma'am" and "No, sir" and "I
don't know, miss" combined with actually listening and paying attention
when we listened made an immediate impression.  Opening / holding doors
and offering our seats along with other simple courtesies reinforced the
impression.  

That, and we smiled.  

By observation -- I'd already captured my now-ex's heart, after all (and
we are STILL on good terms today) -- I can assure all y'all that there
really IS such a thing as "Southern charm".
