[MR] Question on Banners

I have to agree with Evan on this. In all my research I don't recall coming
across a standard that uses anything but capital letters for the motto -
nor punctuation. ("Banner" is actually a very specific armorial flag - and
I have no recollection of seeing one with a motto on it) That could be wrong
as I am going from memory here, but everything I have seen, and recall, used
capital letters for the motto.
