The item in question is a soldering brazier.  Part of the jobs of a tinker were to solder pot handles, etc back on when broken.  In looking at the image, the hole that you see in the side is for insert the ends of the soldering irons (which happen to be hanging on the side of the brazier) so that they can be heated.  There are two irons depicted so that when one cools off, you put that iron back in the fire and pull out the other one so that you can keep working.  The charcoal actually goes into the top of the brazier.

On the Robin Hood Project site I came across this image and my curiosity is peaked about the bucket type object the tinker has in his hand. It looks to me like a all-in-one type thing that works like a hot-pot where you put your coals in the lower half and the upper half is your pot/bowl and the tiny pocket on the side seems to be holding maybe eating/stirring/pushing implements.
