The Online Award Recommendation system
(https://atlantia.sca.org/award/) was designed as an electronic
version of personal recommendation letters to TRM.  It allows users to
work on a recommendation and save it in progress before deciding to
send it on as a recommendation letter.  Once complete, the user can
submit the recommendation.  Submitted recommendations are emailed to
TRM, TRH (if there are heirs), and if the recommendation is for a
polling order, it is also sent to the principal of that order (to the
email addresses listed in the online Regnum here:
http://acorn.atlantia.sca.org/orders.php).

The original submitter of a recommendation may view or update their
recommendations, or even remove them, but may not view recommendations
made by anyone else.  TRM may view all submitted recommendations
(recommendations that have only been saved in progress by a user, but
not yet submitted, are visible only to that user).  TRM may also
remove submitted recommendations as the awards are given.  Behind the
scenes is a scheduling tool that allows TRM to schedule awards to be
given at events, and notify others via email if they wish.

Recommendations are generally removed from the system after the award
has been given and recorded in the Order of Precedence.

Where does this go?  Are these filed? for how long? Is this intended to
replace personal letters to Their Majesties, or to augment them? Is this a
public document, or a private one?
