I urge anyone who is interested, either for the sake of curiosity, or to research a particular concern, to check out the following web page:

With regard to Curia and changing Kingdom law, the applicable sections can be found here:

In short, Curia must be held at least once a reign.  The time, place and agenda must be posted in advance.  The agenda does not have to be specific, and individual law changes are not required to be posted ahead of time.  In fact, law changes do not have to be discussed in any public forum.  While Curia has to happen, law changes need not be conducted there.

As long as the change in Kingdom law does not violate modern law, Society law, or Society officer policy, there are really very few restrictions to making changes.  While it is the hallmark of a good leader to communicate his or her intentions and gather feedback, it is not strictly required in this Kingdom in order to make a change.
