[MR] OT Overseas vets

I want to take just a moment to inform or remind anyone that wants to send a
Christmas card or package to a vet overseas that it takes much, much longer
to get there than you might otherwise think. To get there before Christmas
Day, it is really a good idea to send packages in the next week or so.
(Don’t forget customs declarations where needed) Cards should be sent by the
first week of December.
The speed of things might have improved since I served 3 ½ years in Europe
but probably not by much.
