[MR] suggestion for new cell phone rules at events

Just a small correction about curia.

Members of Curia Regis are

  * Thier Majesties
  * Their Highnesses
  * Territorial princes & Princesses (if we had any) of Atlantia
  * All officers of state
  * Landed Barons and Baronesses
  * All Atlantian group Seneschals

  Granted I have never seen a Curia where they have been the only people 
in the room.  But the above make up who should be there if they can.
