[MR] suggestion for new cell phone rules at events

Unevent happens the first weekend in December, specifically on Saturday.
It's for the officers and high muckety mucks to get together and discuss
things in a non-garb, administrative setting. Curia happens at Unevent,
which is where the King and Queen meet with the Peers and Landed Baronage
(and I'm not really sure who all else) and discuss things like kingdom laws
and policies, etc. There are usually order meetings (like Laurels and
Pearls and Golden Dolphins and Pelicans and Knights and who else) to discuss
prospective candidates.
It is NOT an event - folks do not wear garb, as I understand it, it's more
like an administrative business conference that sort of brings together both
sides of the SCA - the play and the political (corpora).
Now, folks, if I am wrong, please correct me. But please be gentle as I am
very sensitive these days.
