[MR] suggestion for new cell phone rules at events

I suspect the lady was being somewhat "tongue in cheek" and venting over a
situation that occurs all too often. For a number of years now the SCA - at
least in Atlantia - has asked folks to either turn off their assorted
electronic tools or at least put them on a soundless (i.e. vibrate) mode for
the person who MUST have it on for good reason. Some folks just need a wake
up thwack on the head or a gentle reminder that these tools, which have
become some sort of external organ that many cannot go without, are out of
place and offensive to some or just annoying to most.
We have managed to get 99% of the smoking removed from most SCA activity
areas by providing a set area for this activity. Most parents will remove a
crying or misbehaving child from the area of Court or feast or other
activity areas. People have been asked to kindly turn off or at least
silence the cell phones, pagers, etc many times. Perhaps more attention
should be paid to this item in the form of requests during the heralds
announcements.
As for a fine...hmmm...maybe the fine Rebecca proposes is a bit steep
but there is always the aspect of public humility (rather period, I believe)
for having been so rude. Something like a big dunce hat and sign hung round
their neck for the rest of the event.
RE: Rebecca's last question - will it hurt the tires? No, but it does
NOT biodegrade at an acceptable rate and thus is ecologically unfriendly -
just dump it in a bucket of water, that will silence it.
