[MR] suggestion for new cell phone rules at events

OK, despite the initial disturbance of the incoming call, was there anyone
also bothered by people actually talking on the phone?  It should be
courtesy, that for what ever reason the phone must be on that if you take
the call you should take your conversation away from the activity.

Personally, I am more bothered by people just talking on the phone than the
alert that they are getting a call.
