This is correct however often when there is a change that could cause controversy the Crown opens the subject up for polite debate. Then anyone who raises their hand and is then recognized has a right to speak.
It is of course the Crown's choice to decide whether or not to do this.
But most Crowns realize that they need us as much as we need them in order to have a successful reign and do generally try to listen.
Based on conversations on other lists I believe there are more than "just a handful" concerned about this change. Showing up at curia in case the subject is opened for public debate is the right thing to do and polite private letters are a good idea too.
