[MR] suggestion for new cell phone rules at events

Why can we just not ask people to turn off the cell phone unless there is a
valid reason that they need it on, and rely on their honour to do so?

Many times a gentle reminder is all that is needed.

Although 3 calls on the same cell phone pretty much invalidates the "real
reason" to have it on.
