[MR] Change to Atlantia Combat Archery Rules

By gracious permission of His Majesty Logan, King of Atlantia, I have the
honor to announce that Atlantian Combat Archers shall adopt and use the
current SCA standard of 'leave the bow' as the minimum distance from which
an archer may loose an arrow or bolt.  There are particulars that will need
working out, and I look forward to discussing them with all interested
parties at Unevent.
