FYI - The "change" has already been made (at our curia Dec 02, 2006) and is "in the works" as it is required that a change in financial policy go to society exchequer for approval. It is expected to be definitively approved during the current reign, however, as per financial policy will not take effect until the next reign.

My understanding is that when the funds were increased, the restriction was added to avoid abuse of funds. I agree with you, and think a change is in order, but hope that we can raise some additional funds for the current reign until the change can be made.
