agreed.  like i said, most rules are based on what ifs and may bes.  just
like the elbow cop behind the shield rule.  to date, not a single injury
without an elbow cop.  but ya just never know......

yes, your grace, that is probably the thinking behind the rule. it is a 
silly rule, however. a king of atlantia has personal honor, and would 
therefore never take advantage of the travel fund.
our society is based on honor, and those who abuse this concept sooner or 
later are invited to find another hobby.
