I do not mean to seem dense here...but what is the rationale for
compeltely restricting the initial deposit for in-Kingdom travel only?

To a large degree, this seems like a problem that could be easily
solved with a removal of about 5 words in the policy.  Alternatively,
some sort of "a maximum of X will be reimbursed for out of kingdom
travel" or some such if there was a concern about a King and Queen
spending their cash on only out of Kingdom events.

I'm confused.  Please enlighten me.
