[MR] Fighting at events

It was pointed out to me (quite rightly) that events should **always** have
a chirurgeon on staff, whether or not there's fighting, as accidents can
occur both on and off the field.  So, drop the number of additional staff I
listed for fighting events by one.  That was my mistake, and I definitely
didn't intend any disrespect to our chirurgeons, or to imply that we don't
need them unless people are hitting each other upside the head with sticks.
