I am reliably informed that's not the case in other
kingdoms, most notably Calontir.  Though I am given to
understand that for Laurels and Pelicans in Calontir,
the question is not "is Candidate X a good fighter?"
but "Is he/she/it an authorised fighter?" -- i.e., are
they a member of the Calontiri army, which is such an
important part of kingdom culture there.

Here in Atlantia, the Laurels don't tend to ask if
people fight, though if they do, it's usually
mentioned as part of the candidate's resume, and we've
had long debates about the merits of giving Laurels to
people who research, practice, and teach period
martial techniques.  I think we've even recommended
Laurels for one or two such people.  I can't speak to
what the Pelicans do, as I don't sit in that circle.  

Most of our peerage ceremonies do give lip service at
least to the idea of contribution of some kind to all
aspects of SCA endeavour, whether it be in a support
role or actively participating.

Personally, I like candidates for peerages (all
peerages) to be well-rounded, but that's me.  Not that
they have to be great at everything, but that they're
making the effort.  It's the medieval thing to do, and
frankly, it's when we start dividing ourselves into
little clubs  (*I'm* a fighter.  *You're* an artisan)
that we start having problems.  I had enough of "jock"
and "nerd" cliques in high school.
