[MR] policy concerning scrolls and registered names/armory

The policy concerning the requirement of a registered name and armory for armigerous scrolls is not simply that of Clerk Signet or Triton.  It is a Laurel policy from 1982 and since Society grants authority over all things heraldic and ceremonial, including the designation of titles and insignia of rank (regalia) to Laurel, this IS a Society policy, not mine to change, nor to violate.

Unfortunately, over the years, in trimming the fat for online publication, some Society and Laurel policies and designations have dropped out of the main documents (as have some exchequer forms, I've noticed), however, that does not negate or rescind them.  For example, neither Corpora nor the Admin Handbook have the designation of white belts or unadorned chains as reserved insignia of rank for knights.  They are shown as restricted charges for heraldic submission, however.  But if you know where to look for additional Laurel policy, those items and others, were outlined and designated as restricted insignia of rank in 1989 in a Laurel Cover Letter.
