[MR] freeware photo editing tool

I've tried to scan in some of my work and now want to
crop the images afterwards.

I have a miserable time trying to crop pictures down
after I scan them in so that I can put a
reasonably-sized file online. The program I have isn't
all that intuitive and doesn't have a lot of features.

Do you have a favorite freeware photo editing tool
that deals with cropping, rotating/flipping etc.
really well?

I could go buy something but there's so much online
that is free these days I thought I'd ask.
