I also agree (and this is coming from a herald!).  You shouldn't HAVE TO 
register your name/device in order to receive a scroll.  Remember that an 
AoA is a participation award.  This is showing everyone that you have 
participated enough to get recognized for the stuff that you do.  So...why 
should there be a requirement that in order to receive your scroll you MUST 
have a name/device registered?

I'm sorry it just doesn't make sense to me.

Now, I'm not saying that it is a bad thing to register your name/device. 
Being a herald I like to see this!  But getting people to do it?  That can 
be kind of hard.  Some folks don't because they don't like "da rulez" about 
heraldry.  Some folks really just can't be bothered with it all.  And some 
can't afford it!  Did y'all think about that one?
