Perhaps because the scrolls acknowledge awards of ARMS, grants of  
ARMS and patents of ARMS, etc.

So how can you have a scroll granting something that doesn't exist? I  
like the West Kingdom tradition where official scrolls aren't given  
out unless there's a passed arms/name to give the scroll to.
