I've emailed this gentle offlist more completely, but for those who have
been interested in this situation it should be noted that the submission
alluded to in this message was NOT returned for "instrusively modern style"
but for two reasons: that the icicles were not documented from period and
that NOBODY looking at the drawing identified the icicles as icicles without
reading the blazon. Even for non-heraldic identifying insignia such
identifiability is a basic minimum requirement so the issue of period
heraldic style is almost a side issue here.
It should also be noted that the person who told the gentle about the
heraldic representation of icicles by inverted gouttes alluded to in his
posting was me in the aforementioned letter so it is probably not fair to
say that the device change from his originally armory registered in August,
1979, was "summarily rejected" with no attempt to aid the submitter.
We ALWAYS try to fix the problems when we can!!!

I most courteously beg to differ... Two or three years ago
I attempted to submit a new device containing three icicles.
Though there _is_ an heraldic representation of an icicle
(resembling an inverted gout, so I've been told) the
consulting herald chose to draw a more modern design. It
was summarily rejected by Golden Dolphin for "obtrusively
modern style".
I fear I no longer have the patience to deal with the
College
of Heralds...

love to see even a "crayola on paper towel" scroll... <;-)
