Good question!
It's up to you but your documentation should reflect
whatever you decide.
A fan made entirely from scratch might get higher
scores than one using a premade base depending on the
historical precedence for it.
Like using carved whale bone, fan makers in period may
not have made the frames themselves. Frames may have
been a purchased supply. Your research into fans
should show this. If you're not sure say so and say
why you used the materials you did.
Remember you don't have to apologise for what you do
but you do have explain why you did what you did.
