There are still options open for people with minimal disposable income 
that doesn't have to involve Walmart. The best one by far is Online 
Distributors of Fabric.

Sure there is a problem with shipping and/or a lack of credit card, but 
if you piggyback your order onto the order of the local garb-zilla 
(nickname coined for people who have more closet space dedicated to garb 
than mundane clothes) then that problem goes away. And most Garb-Zilla's 
are willing to piggyback since most online stores charge less per yard 
with the more you purchase so it's a win-win.

The second option is with getting a group of people and descend like a 
pack of starving wolves upon the nearest fabric warehouse. The I Street 
Jomarr in Philly is a great place to get fabric. It sucks if you are the 
kind of person who goes there with an idea for garb and then trying to 
find fabric to match, but it's freaking wonderful if you're the kind who 
thinks of garb to make with whatever fabric you can find.

"Wow! This $1/yard brocade would make a terrific bodice!"

I've gotten brocade, silks, cottons, cotton/poly blends (great for the 
quick and dirty T-Tunic for Pennsic), wools, whatever for less than $5 a 
yard. Many times it's sub $2/yard. The greatest steal I found was the 
blue silk for $1/yard for my next court tunic.

Walmart thinks it's the only game in town but they forget that smart 
people can find ways around them and get better deals.
