There is an excellant book which would offer some aid to this question, for anyone working with children at events, for parents, and for anyone wanting meaningful contact with children. It is called ~ 'How to Talk So Kids Will Listen, and Listen So Kids Will Talk'. Written in the 1980's it is considered a classic in the field, and is very easy fun reading ~ and not too long a book.
It can be found at Amazon here ~

I have sometimes found it helpful, when an unruly child presented him/herself, to inform the parent of the offending behavior 'in the presence of the child'. This can work quite well but this should not be done unless you *know* you have the backing of the parent. If I did not know the parent, did not know whether the parent would take my concern seriously, or the parent was not known to be a 'limit-setter' with their child I would not go that route. Otherwise, it has been helpful.
