[MR] Policy Change for the Pages Academy!

Thank you, Lady Livia and Lady Courtney!  It's always good to hear about
those bits of red tape that are unnecessary being removed to make everyone's
lives easier.  I'm sure your hard work will be appreciated by many parents
(and by many M.o.Ms and page proctors as well).
